The Congressional Research Service (CRS) came out in December 2009 with a new and helpful report:
Lobbying the Executive Branch: Current Practices and Options for Change
The report addresses, among other things:
- the Lobbying Disclosure Act of 1995
- the Lobbying Disclosure Technical Amendments Act of 1998
- the Honest Leadership and Open Government Act of 2007
- recent Obama Administration restrictions on the ability of lobbyists to contact executive branch officials
