The World Trade Organization and the UN Environment Programme released their 194 page report on international trade and climate change.

From the report’s’ executive summary:

This Report provides an overview of the key linkages

between trade and climate change based on a review

of available literature and a survey of relevant national

policies. It begins with a summary of the current state

of scientific knowledge on existing and projected

climate change; on the impacts associated with climate

change; and on the available options for responding,

through mitigation and adaptation, to the challenges

posed by climate change (Part I).

 

The scientific review is followed by an analysis on the

economic aspects of the link between trade and climate

change (Part II), and these two parts set the context for

the subsequent discussion in the Report, which reviews

in greater detail trade and climate change policies at

both the international and national level.

 

Part III on international policy responses to climate

change describes multilateral efforts at reducing

greenhouse gas (GHG) emissions and adapting to the

risks posed by climate change, and also discusses the

role of the current trade and environment negotiations

in promoting trade in climate mitigation technologies.

 

The final part of the Report gives an overview of a

range of national policies and measures that have been

used in a number of countries to reduce greenhouse gas

emissions and to increase energy efficiency (Part IV). It

presents key features in the design and implementation

of these policies, in order to draw a clearer picture of their

overall effect and potential impact on environmental

protection, sustainable development and trade. It also

gives, where appropriate, an overview of the WTO

rules that may be relevant to such measures.

Abstract:

Unless aggressive measures are taken to halt global warming, the consequences for human migration and displacement could reach a scope and scale that vastly exceed anything that has occurred before. Climate change is already contributing to migration and displacement. All major estimates project that the trend will rise to tens of millions of migrants in coming years. Within the next few decades, the consequences of climate change for human security efforts could be devastating. These are amongst the key findings of a new report entitled, “In Search of Shelter: Mapping the effects of Climate Change on Human Migration and Displacement”. The report was authored by UN University’s Institute for Environment and Human Security (UNU-EHS), CARE International and Columbia University’s Center for International Earth Science Information Network (CIESIN). It was released to the media today during the Bonn Climate Change Talks under the United Nations Framework Convention on Climate Change (UNFCCC).

The exact number of people that will be on the move by mid-century is uncertain. The International Organisation for Migration (IOM) estimates that there may be 200 million environmentally-induced migrants by 2050. “While human migration and displacement is usually the result of multiple factors, the influence of climate change in people’s decision to give up their livelihoods and leave their homes is growing” says Dr. Charles Ehrhart, CARE International’s Climate Change Coordinator and one of the report’s authors.

French Government White Paper on Energy and Climate Change

The French Department of Ecology, Energy, Sustainable Development and Spatial Planning and the Ministry of Economy, Industry and Employment will organize a conference of experts conference (July 2-3, 2009) to study the implementation and economic impact of measures to combat climate change. In preparation for the conference, they have published a white paper on energy and climate change. Materials are available only in French. The Conference Website also includes a bibliography of online sources in multiple languages on climate change.

Centre for Innovation in Carbon Capture and Storage

The University of Nottigham has developed a Web site for its Centre for Innovation in Carbon Capture and Storage. It offers a diagram of the carbon cycle and news about developments in CO2 sequestration and other carbon capture technologies.

Long titles of Chinese statutes

The International Energy Agency book “Cleaner Coal in China” has posted its annexes online. Annex III includes a list of Chinese  statutes related to renewable energy and environmental law. The Annex provides the full title of each statute in English and Chinese, in addition to information on the date of passage, entry into force, and the government organ that issued the law.  Because uniform translations of statutes are uncommon, having the dates and the decree numbers of the government bodies helps locate the full-text in English or Chinese of these laws in databases, such as LexisNexis China Law Database, IsinoLaw, LawInfoChina and Westlaw China. Let’s hope that all publications will provide such complete and useful bibliographic references to Chinese legislation.

Here are two Web sites that are useful for keeping up with environmental issues and sustainable development in India. Based in New Delhi, the Centre for Science and Environment provides updates, reports and policy papers on air pollution, pollution monitoring, rainwater, natural resource management, and environment education.  The Centre also maintains a companion Web site “India Environment Portal” with additional publications and news reports on dozens of natutal resource and sustainability topics.

Article on Islamic environmental law in Arab countries

The latest issue of the journal, Saudi Aramco World, offers a brief article on the use of Islamic law principles to conserve land in Saudi Arabia and Lebanon.
